WiiFit plus isn't a bad choice. If it's just his hands that are shaky, he can always concentrate on the balance board games, particularly the cycling games. As well, the Wiimote itself doesn't require absolute precision.
Another game that might work for him is Go Vacation. It uses all the Wii accessories: Wiimote, nunchuck and balance board; the games are fun, and none of them require great amounts of precision. It also is an open world, which means that he could do what he wanted to do.
As for remotes, make certain to get the WiiMote that has the integrated WiiMotion plus; this is lighter and smaller than the WiiMote where you have to add on the WiiMotion plus module.
For the WiiBalance Board, make certain to get a 'sock' for it. This is just a silicone rubber covering for the board; it makes it harder to slip off and it also keeps the board clean.

Just a word of reassurance: partly because of the limited fine-movement sensitivity of the standard Wiimote and Nunchuck controllers, most Wii games won't be upset by a small tremor in the hand of the player. Wii Fit Plus falls into this category - although you can connect the Wii Motion Plus accessory (or use the all-in-one Wii Remote Plus), Wii Fit Plus will not make use of the additional sensitivity. Games like Go Vacation and Wii Sports Resort, however, do use it, so your experience there may be a little different.
Where you might have problems is on games using the Wii Balance Board (WBB). If the tremor is mostly restricted to the hands and arms, no problem, but the WBB can be very sensitive to small whole-body movements. A good example is the Wii Fit Plus game "Lotus Focus" (a.k.a. Zazen) where the user must sit very still on the WBB for three minutes. The WBB is sensitive enough that you can "lose" the game by breathing heavily (and thus moving your centre of gravity just a tiny, tiny amount).
That said, there are many parts of Wii Fit Plus that do not use the WBB, or in some cases not even the controllers (yes, you can cheat , and no, you should not, because you will, as expected, be just cheating yourself ).
That all seems encouraging. The tremor IS confined to the hands and arms with the right worse. I have now ordered the hardware with Sports Resort in the bundle and added Go Vacation as suggested.

Wow, I thought that Wii Fit Plus used the Wii Motion Plus accessory. I thought that was what the 'Plus' meant. Looking at the box that holds the disc, though, I find that you are right.
You learn something every day. At least, I do, sometimes...
