I will start from the beach, as you suggest. Ending in the town was something that only struck me as a good idea last night while I was speeding up that ramp for the umpteenth time and landing in the finish circle.

Excellent idea! (Starting out at the end of the peninsula.) Thank you. That will save 3 minutes of pedaling like crazy in the sand.
Maybe those doors are there to make us work hard. But then no reward. Or hopefully, like you say, after several wins the doors will open.

OK, reading this more carefully I found the balloon on the beach past the resort. To me that makes four on the beach. One at the far tip of the peninsula, one on the small island, one near the entrance of the tunnel in Camel Rock, and one out past the resort.
Now when you say on the hillside above the tunnel, do you mean the tunnel near that last balloon on the beach past the resort? I haven't found a way up above that tunnel. I'll try again if so.

Bwah, yeah. Problems arise when I tag things "beach 1", "beach 2", "Island," "Island" for my own list, then try to describe "all the balloons on the beach" online. I'll correct that. thanks

Yes, I mean that actual "built" tunnel. I know I can confuse people when I call the caves that go through the mountains at various places "tunnels." I'll try to remember to call them caves or passageways through the rock or something. The balloon not on the roof of the tunnel, or anything. It's high up in the field to the front of it. There are boulders that block it from view from some angles.

OK, two goes and if the raisins were more calories than that, well, they were worth it.
I spent these two trips mapping out my course, and between the two, I have all 20 balloons. So now to wait until I have uberenergy and try to get it all in one go. I am going to type out my course, hints for any Super Cheaters who want to follow it. It is the compiled efforts of myself and others here. (Thanks for the tips.)
Edited (again) to make corrections: I start at the end of the peninsula. You have to turn around to find the ball at the end, hereafter known as B1. Pop it and head down the beach on the right side. When you arrive at the small island, take the black and blue striped ramp up to the top and pop B2 up there. Turn around and shoot off the cliff facing Camel Rock. Head for the passage and pop B3 at the entrance. Continue up the beach on the right, pass the Resort, and near the end of the beach is B4. Take shortcuts before or through the Resort and cross the road up onto the grass. Go up on the right and find B5. Pop it and go left, staying close to the mountain's edge. You will find a natural tunnel; go in and up to the dry lake bed and pop B6 there. Come out and go left down the road until just after it curves, and then go up onto the fenced grass and climb to the left (or you can shortcut that once you are familiar with it). On the end of that area, near the ridge, is B7. Turn around that follow the ridge to the road, turn left and go up the road to cross the wooden swwwwwwwwwinging bridge. (If it really swung I couldn't handle it.) The bridge takes you to a large grassy ledge, find B8 up there and pop it. Head to the passage- just climb the small rocky barrier to get in. Coast down and turn left at the bottom. Go into the passage behind the waterfall. Skip the right side passage up the hill inside unless you want to pick up a kitty there. Go up the other passage on the left to the ridge road that takes you up toward Duckling Lake. Continue to the castle, go in and around the building on the grass to pop B9. Leave and go up the road to the left behind the castle. You will find B10 on some grass up there. Then continue around the loop, and leave past the castle again. As you head down the path, there is a cheering girl on some grass. Ignore her and go on to the next grass area, which you may nearly miss, thinking it is fenced off. Go in and pop B11 there. Come back on the grass and head down the path to the ground below. At this point I head right on the grass, pass Stonehenge and find the narrow grass ramp near the mountain wall and pop B12 up there, and then drop down to the road, through an arch, and go to where the road Ts. Go around the little house right there and up through the windmills and straight for the lighthouse. Pass it on the left, and pop B13 on the grass out over the hill at the tip of the cliff. Turn around and head leftish down the hill toward to the paved road. Go to the left on the road and go through the tunnel that leads to behind the mountain. After crossing the narrowing of the road, turn right onto the grass and pop B14. Go back to the road and continue. Go through the arch and turn right on the grass to B15. On up the road you will find a rocky entrance area to the ruins. Climb up the slope and then up into the area. Stay on the grass, but go behind the temple to pop B16. On leaving the ruins, turn left at the paved road and continue out the tunnel and past the Resort. Head for the Red Suspension Bridge, but just before crossing it, go off into the grass on the left and pop B17. Cross the bridge and head to town. Toward the water side of town, enter into a grassy route between buildings and pop B18. Stay near the water and go to the other side of town. Go around the building near the water on the far side and pop B19 there. Then head to the fountain and take the sloped roadway up to B20 on the grassy knoll. From there you can head over the blue ramp to the finish gate on this route. Then zoom back out to a ramp over the river and to the peninsula if you want the same route next time around! Or go check and see if you've opened any doors....
This reminds me so much of my trip to Kauai! There are no signs to tell you, for example, where the ancient carvings are on the rock at a beach. You know from your travel book that they are there somewhere, but you have to hunt and hunt for them. They are out of the way and ever so small, but so worth hunting for. Some people in the area gave up and started to leave, and just then we found them and called the people back. Finding it was like a great reward for our work.
OK, clue me in if my description is confusing. Or if you have a faster route. Until then, I'll be working on doing this faster and see where I can get with it. Betwixt us, maybe we can unlock those doors!

I have managed to find 19 of the beach balls but the 20th eludes me. I think the one I'm missing is the one someone above described as "If you cross the path that leads to the ridge and bike along the narrow ledge there, you can find a balloon at the very end of it." Could someone elaborate on these instructions? By the path that leads to the ridge, do you mean the sand path that leads to the long wooden suspension bridge, and if so, do I cross that path before the bridge (coming up from the town side of the island) or after the bridge? Any help here would be great!

Kescah, you say "Come back down and go into the passage behind the waterfall. Pop B8 in the right side passage." I'm not seeing a balloon in the side passage. Do you mean the passage that leads out to the overlook with the barricades where you can see the Temple?
I was good until after crossing the swing bridge. It says Head to the Passage, not sure what passage I'm heading to or in what direction. The map in the book is so hard to see and if you zoom in this level it gets too small to see anything. I wish I had better artistic skills to make a decent map to follow, I need GPS on my Wii!
I found a balloon in the sandy pit inside the volcano where there is a flag in the other games but I'm not finding anything in the passage to the right under the water fall.
